New aspects of history are discovered every day. There is always more information out there that can help us understand past events better. If we had already learned everything we could from the past, we wouldn't still be studying it.

Specific details do not repeat themselves exactly throughout time. All this expression is saying is that there are many parallels and patterns between different time periods and throughout separate regions.
