NBC's glorious political sitcom Parks and Recreation was not only one of the longest running, highest rated sitcoms in the network's history, but it also produced an incredible collection of memorable characters. While most people would say that it was Lesley Knope or Ron Swanson would made Parks and Rec worth watching, but for me there is one man who rises far above the rest: Jean-Ralphio Saperstein. Portrayed by the incredible Ben Shwartz, Jean-Ralphio is the cocky best friend of Tom Haverford and he is one of the greatest additions to television history.
