Every Greek chapter is different and has different needs but there is an overall arc to being in an organization. Most people go through these stages in their Greek careers and it is standard for you to be in one of these positions.
First, newly initiated members have all the enthusiasm in the world and none of the know-how. When I was new I truly believed that things were decided at chapter meetings and none of the elections were won based on popularity and what happened three weeks before that at the homecoming party. I was young and naive. These are the people that really do love Greek life and are not the hardened cynics that older members are.
Second, the chairperson era. This is when you start to learn the ins and outs of the organization. You realize who is competent and who is just in a position because they are more well liked by the leadership. Use this information to your advantage. Become well liked and competent. There is a shortage of people like this and it behooves you in the long run. We will get to this later.
Third, the Executive Board era. This does not mean you are a member of Executive Board but you know who to talk to if you need to. There is someone whose ear you have and you know the right buttons to push with them to get things done. Sometimes it is yourself and sometimes it is someone you hate but you know how to make them do what you want. If you find yourself in this position but do not feel the results are being accomplished then feel free to take some people to dinner, even a little Taco Bell can go a long way towards being influential. Get your Frank Underwood on and lobby for your interests. Even a chapter president can take his Executive Board out once and a while.
Fourth, the era of mentorship. Remember when I said I would get to being well liked later? Well this is that part. You don't want to get past the Executive Board era without becoming well liked. If you get to this stage you want to be able to help those along the way. Yes it is terrible to waste time in meetings talking about the same stuff for 4 years and maybe you are ambivalent to who you do homecoming or greek week with, but someone cares deeply and it is your job to show them how to get their way. If people do not like you they may stay away from your help or it will be less effective. It is still your responsibility to be a resource.
