I recently went to see "Suicide Squad" and absolutely loved it. So if you haven't seen the movie yet, I suggest you to not read this just yet. It contains spoilers!
I believe that Amanda Waller is the ultimate super-villain. You shouldn't really be too worried about the Joker, or Harley Quinn, or even Enchantress as much as you should be worried about Amanda Waller.
Amanda withheld a lot of information that could have been valuable if it was known ahead of time, She kept that fact that she had the witch's brother in her possession a secret. That ultimately made things way worse.
"We got lucky with the first Superman. He shared our values, the next Superman might not." — Waller. She very well could be speaking about herself. She manipulated the military to get what she wanted. She met with a few people the night before the meeting to get them on her side and convince them that this is what they need- meta-humans.
Just like every villain she sends someone else to do her dirty work- Batman.
She makes the statement that "Getting people to act against their own self-interest for the national security of the United States is what she does for a living.
As she is walking into the prison Harley Quinn says, "Are you the Devil?" Waller responds, "May be." She knows that what she's doing is not right.
"You're right," she says to Deadshot, while he's holding a loaded gun to a guard's head, "Why would we give a loaded weapon to an infamous hitman? Empty it." Knowing that the gun is loaded. She tells him to empty it.
Flag asks a handful of questions about the mission and she stops him and says, "This is a need to know and all you need to know is you work for me now." Flag doesn't seem to like the idea of that too much, but he has no choice. He says, "They warned me about you and my dumba** didn't want to believe the stories." She says, "No one ever does."
In the briefing she gives the Suicide Squad she makes the comment that HVT-1 is the only person in the city that matters and cannot be killed. She is HTV-1. She only cares about herself.
When evacuation (Suicide Squad) came for her she thoughtlessly killed six of her people that were working for her simply because they "weren't prepared for something like this." Deadshot turns and looks at Flag and says, "Da**, that is just a mean lady."
Flag says, "Yeah, you get used to it." Deadshot says, "And I'm the bad guy."
Amanda tells Deadshot, "You're a hitman. I have a contract. Kill Harley Quinn. Do it for your freedom and your kid." She knew, at that point, she wasn't really going to help him see his kid or gain freedom.
In the very last scene after the credits she sells out several meta-humans to Bruce Wayne in exchange for protection. What does she need protection from?
She asks Bruce Wayne what he needs them for and he says something about making new friends. She says that's the difference between us- You believe in friendship, I believe in leverage." Then Bruce Wayne tells her she should "shut it down." Oh my. What has Amanda Waller cooked up for us?
