In 2014, the District of Columbia passed Initiative 71, which legalized recreational marijuana with some restrictions. These restrictions allow only people 21 or older to possess no more than 2 ounces of marijuana, and prohibits smoking in public or selling it. Adam Eidinger, founder of pro-marijuana legalization organization DCMJ, worked to pass the initiative. Now, he has a plan for the approaching Inauguration Day. His organization will be handing out 4,200 joints to whoever comes to Dupont Circle on the morning of January 20th, before heading to the National Mall to watch the inauguration. Then, at 4 minutes and 20 seconds into Donald Trump's speech, they will light their joints. Eidinger says that he will call off the event if Donald Trump reaches out to him to discuss nationwide legalization. His rationale was, "If he's [not] going to listen to us, then we have no choice than to stink up the inauguration with marijuana."
Eidinger is concerned that Donald Trump's choice for attorney general, anti-marijuana Alabama senator Jeff Sessions, will destroy the progress that the nation has made in legalizing marijuana. His organization is hopeful that the incoming administration will not ruin their efforts, but is "preparing for the worst"
The Facebook event warns that smoking in public and on federal land, where the inauguration takes place, is illegal. Participants may be arrested. Eidinger claims that this event is an act of non-violent civil disobedience. He claimed, "The National Mall is a place for protest. If it smells like marijuana, it's only one person's fault -- and that person is Donald Trump."
Eidinger also stated that this event is non-partisan, merely pro-legalization. He calls the giving out of these joints "a gift for people who come to Washington, D.C."
