For people in small towns, there seems to be a lack of artistic outlets, but that's not true. Those opportunities are often only shared with those in the loop, however. As someone in that loop, I would like to share those opportunities.
1) Theatre
There are tons of opportunities to audition for a show, even in a small town. Community theatres are a very welcoming form of theatre. Colleges also often have open auditions so that not only students can participate in the show. Be present on social media because that is the main form of sharing information about auditions, and if there's nothing you want to do, do it yourself. Look for ways to put on a show yourself!
2) Movie shoots
Again, this is something you need to be very present for. Movies often need extras in a scene which can be wonderful connections to get into the business. Be present and keep your ears open for those opportunities.
3) Art galleries and studios
Often hidden in a downtown area, art galleries and studios are how artists making a living. Supporting these artists is a great way to help and to maybe be helped in return as an artist.
4) Concerts and recitals
Taking music or voice lessons and then performing in recitals can be very rewarding. Going to these concerts and recitals will support local artists like you.
5) Festivals and Events
There's always something going on where I live. Festivals love to feature local artists to sell and advertise their work. Be sure to communicate with the event coordinator before you advertise your work.
6) Cafés
Open mics can be a great work to connect with local artists. Cafés also may showcase work, especially if they're locally owned.
It may be a daunting and difficult thing to be an artist in a small town, but if you keep your ears and eyes open, you can act on some opportunities. Passion is key.
